Öz

Kültür son derece karmaşık bir kavramdır. Kültür ve siyaset ilişkisi de modern çağda siyaset sahnesinde meydana gelen birtakım değişimler sonucu ortaya çıkmıştır. Türkiye’deki kültür-siyaset ilişkisine erken Cumhuriyet dönemi toplum tahayyülü üzerinden bakmayı amaçlayan bu çalışma, kültürün siyasal alanda pragmatik bir araca dönüştürülmesini ele almaktadır. Çalışmada, teorik bir zeminden hareket edilmekte ve kültürün karmaşık yapısı, Bauman’ın “müphemlik” vurgusu ve pragmatizm anlayışı üzerinden erken Cumhuriyet döneminde kültür aşılama amaçlı yapılan faaliyetler incelenmektedir. Kurucu kadroların kültüre atfettikleri anlam çalışmaya yansıtılmış olup Cumhuriyet’in erken dönemlerinde kültür olgusu üzerinden toplumun nasıl yeniden tasarlanacağı hususu ilk ve ikinci on yılın politikalarına bakılarak değerlendirilmiştir. Bu çalışma, kültürün somutlaştırılması çabasının Türk modernleşmesinin önemli bir parçası olduğunu düşünürken, kültürün -doğası gereği- buna pek de uygun olmadığı iddiasını, Halkevleri, Köy Enstitüleri ve Halkodaları gibi kurumlar üzerinden ortaya koymaya çalışmaktadır.

The Relationship between Culture and Politics in Türkiye: A Process of Social Design from “Ambivalence” to Pragmatism

Abstract

Culture is an extremely complex concept. The relationship between culture and politics came out as a result of some critical changes in the political sphere in the modern age. This study, which aims to analyse the relationship between culture and politics in Turkey through the emphasis of designing society in the early Republican period, deals with the transformation of culture into a pragmatic tool in the political field. The study starts with a theoretical basis and examines -through the complex structure of culture, Bauman’s conceptualization of “ambivalence” and the understanding of pragmatism- the relationship in question in terms of the activities for the purpose of instilling culture in the early Republican period. The meaning that the founding cadres attributed to the culture has been added to the study and the issue of how to redesign society through the phenomenon of culture has been analysed by searching the policies of the first and second decades of the early Republic. Considering that the effort to embody culture is an important part of Turkish modernization, the study -through the institutions as Halkevleri (Public Houses), Köy Enstitüleri (Village Institutes) and Halkodaları (Public Chambers)- focuses on revealing the claim that the culture, by its nature, may not be suitable for such a struggle.
